floods in the midwesdt

Just think of all water in Mo. and Ill. this reminds me what my ex sisterlaw talked about an area around La Crosse , Wisc. that was considered flood plane on the Missisippi river that was filled up with houses- well I am wondering tonight what is happening there. I do not understand why local governments allow this kind of thing to go on but they do - I guess the payoff on local polictics pays off.What an operation whether it local politics or national politics.
